The Story, Mission, and Values Behind Hope Rescue’s Training Standard
Forged Through Experience
Hope Rescue was established after years of frontline exposure to major disasters that tested the limits of response systems.
From catastrophic floods and landslides to structural collapses, aviation incidents, large-scale humanitarian missions, and international earthquake deployments, each mission revealed a consistent reality: when disaster strikes, survival depends on speed, coordination, technical skill, and disciplined execution.
Repeated exposure to crisis environments revealed a critical gap — not only in operational capacity, but in public preparedness and structured, high-standard rescue training. Too often, individuals and teams are placed in high-risk situations without adequate hands-on exposure to real-world conditions.
These were not theoretical observations. They were lessons learned in real time, under pressure, where lives were at stake.
Hope Rescue was therefore established to transform experience into education. Every lesson learned from the field is now translated into structured, world-standard training programs designed to build competence, confidence, and decisive action under pressure.

Lt. (CD) Wei Xian
Founder & Managing Director
Having trained under the Malaysia Civil Defense Special Force, Lt. (CD) Wei Xian is highly skilled in urban search and rescue, underwater recovery, rope rescue operations, swift water rescue, canine search and rescue, and pre-hospital care.
Throughout his career, he has commanded frontline rescue teams during some of the nation's most challenging disasters, including the 2021 Shah Alam floods, the 2022 Batang Kali landslide, the 2022 Oxley Tower Collapsed Structure, the 2023 Türkiye earthquake, and the 2023 Elmina plane crash. His commitment to operational excellence and teaching has also seen him instruct countless new recruits in life-saving disciplines.
With extensive real-world experience and specialized certifications, Lt. (CD) Wei Xian translates real-world frontline exposure into structured, hands-on training programs—developing disciplined, competent rescuers who are prepared to respond decisively when lives are at stake.
